The Volta Basin Authority (VBA) invites applications from suitably qualified nationals of the riparian countries of the Volta basin for consideration to be appointed to the position of EXECUTIVE DIRECTOR.



The Volta is a transboundary river, which drains an area of about 400,000 km2 and is shared by six countries - Benin, Burkina Faso, Cote d’Ivoire, Ghana, Mali and Togo - that are dependent on its natural resources for their development. To institute measures for sustainable transboundary water resources management, the VBA was established by the governments of the riparian countries with its headquarters in Ouagadougou, Burkina Faso and a mandate to:

  1. Promote permanent consultation tools among the parties for the development of the basin;
  2. Promote the implementation of integrated water resources management and the equitable distribution of the benefits resulting from their various utilizations;
  3. Authorize the development of infrastructure and projects planned by the stakeholders and which could have substantial impact on the water resources of the basin;
  4. Develop joint projects and works; 
  5. Contribute to poverty alleviation, the sustainable development of the Parties in the Volta basin, and for better socioeconomic integration in the sub-region.



As the chief executive officer, the Executive Director shall be responsible for the efficient and effective management of the Authority subject to general control by the VBA Council of Ministers. Specifically, the Executive Director shall:

  1. Implement the decisions of the VBA Council of Ministers;
  2. Report on activities to the Council of Ministers;
  3. Build and strengthen cooperation with the Member States and especially the National Focal Points, Forum of Parties, etc.;
  4. Represent the Authority at bilateral and multilateral institutions, especially, the Technical and Financial Partners;
  5. Authorize execution of the budget of the Authority;
  6. Supervise and control the management of material, financial and human resources of the Authority;
  7. Supervise the activities of the technical departments.




The candidate must have:

  1. At least a Masters degree in engineering or water resources management or environmental management or agriculture or equivalent;
  2. Additional training or qualification in water resources management or

rural development will be an advantage;

  1. At least 12 years of relevant professional experience in water and environmental resources management, 7 of which should be in a managerial position;
  2. Good experience in negotiations with financial partners;
  3. Good communication and negotiation skills and ability to lead a multidisciplinary team and work with partners;
  4. Good command of either French or English and ability to speak the other.

  4. Certified true copy of titles, degrees, diplomas and qualifications;

  6. Copy of citizenship or any other relevant document testifying citizenship;
  7. Recent curriculum vitae indicating the names and addresses of 3 referees and certified as true by the applicant
