« Development of a Communication Strategy and Plan for the Volta Basin Authority ».

The Volta Basin Authority has secured funding from the International Bank for Reconstruction and Development through the Global Environment Facility (GEF) and the Trust Fund for Cooperation in International Waters in Africa (CIWA). The Authority intends to use part of these funds for payments on the following contract: «Development of a Communication Strategy and Plan for the Volta Basin Authority».

 

The services of the Consultant («Services») shall comprise:

  1. Development of a Communication Strategy and Plan. The purpose of the strategy is to improve the visibility and positioning of the VBA as a water resources management organization for the six Volta basin countries namely, Benin, Burkina Faso, Cote d’Ivoire, Ghana, Mali and Togo. It will also define the objectives, targets and key messages for improving communication with its various target groups such as policy makers,   VBA’s organs, water management institutions, technical experts and partners, and the general public, at the local, national and regional levels. The strategy will be broken down into an operational action plan, which will prioritize the activities to be implemented based on the various targets, while specifying modalities for their implementation.
  2. Definition and Provision of Basic Communication Support Materials.

Irrespective of other activities that will be included in the Communication Plan, the Consultant shall define or update and prepare the Technical Specifications or Terms of Reference for a certain number of basic communication support materials, and then proceed to develop those materials that will satisfy the priority needs of the VBA for improving communication.

The assignment is scheduled for 10 months.

 

The Executive Director of the Volta Basin Authority  invites qualified candidates to express their interest in providing the aforementioned services. Interested Consultants shall submit any information proving their qualification for providing such services (brochures, references for similar assignments already completed, experience under similar conditions, availability of the required knowledge among the staff, etc.). Consultants may associate  with each other to optimize their competences.

 

 Selection Criteria:

     Proven professional experience in the field of Corporate Communication;

     Successful experience in the development of a Communication Strategy and Plan for an institution, preferably similar to the VBA;

     Experience in working in the VBA countries and West Africa.
